第一条 この法律は、国際的に協力して生物の多様性の確保を図るため、遺伝子組換え生物等の使用等の規制に関する措置を講ずることにより生物の多様性に関する条約のバイオセーフティに関するカルタヘナ議定書（以下「議定書」という。）の的確かつ円滑な実施を確保し、もって人類の福祉に貢献するとともに現在及び将来の国民の健康で文化的な生活の確保に寄与することを目的とする。
