第二条　森林については、その有する国土の保全、水源のかん養、自然環境の保全、公衆の保健、地球温暖化の防止、林産物の供給等の多面にわたる機能（以下「森林の有する多面的機能」という。）が持続的に発揮されることが国民生活及び国民経済の安定に欠くことのできないものであることにかんがみ、将来にわたって、その適正な整備及び保全が図られなければならない。

第二十三条　国土交通大臣が都市計画区域の整備、開発及び保全の方針（第六条の二第二項第二号に掲げる事項に限る。以下この条及び第二十四条第三項において同じ。）若しくは区域区分に関する都市計画を定め、若しくはその決定若しくは変更に同意しようとするとき、又は都道府県が都市計画区域の整備、開発及び保全の方針若しくは区域区分に関する都市計画を定めようとするとき（国土交通大臣の同意を要するときを除く。）は、国土交通大臣又は都道府県は、あらかじめ、農林水産大臣に協議しなければならない。
