また、私は、郵政改革（担当）大臣でもございますから、ゴールドウェイ郵便規制委員会（委員長）、アメリカには70万人の国家公務員が郵政公社におりますが、これをきちっと規制する5人の委員がございまして、その委員長さんでございますゴールドウェイ郵便規制委員会の委員長さんとも話をさせていただきました。私も勉強させていただきましたけれども、アメリカの郵便というのは憲法上に郵便というのはきちっとやらねばならないというふうに書いてあるそうでございまして、これは独立戦争の後に最初に憲法をつくったときの憲法起草者の1人が郵便局長さんだったということもございまして、自由主義、あるいは民主主義の中には、情報がきちっと伝わることが大事だということで、郵便事業をきちっとやる国家における権利と義務といいますか、そういうことが憲法上の規則だということを初めて、私はゴールドウェイ委員長から勉強させていただきまして、そんなことを含めて米国の郵便改革の現状等について、なかなかアメリカの郵便も今こういった売り上げが落ちておりまして、それから不況もございまして、2年前のリーマン・ショックの影響もございまして、なかなか苦労しておりまして、そういった苦労話といいますか、いかにゴールドウェイ郵便規制委員会の委員長、5人の合議制のようでございますが、少しアメリカ郵政公社から値上げの話だとか、あるいは一部の郵便局は縮小したいと、こういった提案が来ているそうでございますが、それをどう判断するかということを今審議中でございまして、アメリカの郵便局には法律上、赤字でもつぶしてはいけないというような条項があるのですね。ということは、田舎の地域でも、経営上の理由だけで赤字だからということでつぶしてはならないという条項もございます。これはユニバーサルサービスというのが非常に厳格にアメリカは法律上の規定だそうでございますが、法律でも非常にそこら辺が厳しく、アメリカも立国の民主主義の精神として郵便事業というのは考えているわけでございますので、そういう話をさせていただいたわけでございます。例文帳に追加
