A person who has neither a domicile nor an establishment in the Federal Republic of Germany may take part in proceedings under this Law before the Patent Office or the Patent Court and assert rights deriving from a design protected according to the provisions of this Law only if he has appointed a patent attorney or an attorney-at-law in the Federal Republic of Germany as his representative.
