The Bank’s expansion of business involved so-called “networking business”: it provided almost 80 percent of its loans to approximately 120 companies with which it had a close relationship and provided loans to borrowers totaling about 29,000 companies. We examined the governance system and the risk management system of the Incubator Bank of Japan through voluntary interviews, reporting orders, on-site inspections and other activities in relation to its business of purchasing debts from money lenders which had increased rapidly since 2008 and large loans which soared sharply since 2009.
