Under the Bretton Woods system of the dollar-based fixed exchange rate until the early 1970s, among the three objectives of the "international financial trilemma," that is, exchange rate stability, autonomy of monetary policy and free flow of capital, the former two were pursued and many believed that the free flow of capital across borders should be controlled.
