In May 2007, Abe, then prime minister of Japan, to overcome serious environmental pollution and oil crisis, presented a proposal called “Cool Earth 50,” addressing climate change with long-term strategies in reducing global greenhouse gas emissions. The strategies included a universal goal of halving the current level of global greenhouse gas emissions by 2050, and three principles to establish an international framework for 2013 onwards.
