METI puts forward its specific interpretations of laws and regulations in these interpretative guidelines according to the proposal made by the Rules Establishment Subcommittee of the Information Economy Committee of the Industrial Structure Council, chaired by Professor Nobuhiro Nakayama of the University of Tokyo. In preparing the proposal, METI received advice on various issues concerning electronic commerce from consumer groups, trade associations, and observers from government agencies including the Cabinet Office, the Ministry of Justice, the Fair Trade Commission and the Agency for Cultural Affairs.
