Article 6 The Minister of Justice shall grant certification for private dispute resolution services that are carried out by a person who has applied for certification under the preceding paragraph (hereinafter referred to as the "applicant"), if the Minister recognizes the services referred to in the application as satisfying the certification standards and the applicant as having necessary knowledge and skills as well as a financial base for carrying out the services.
