In recent years, the Incubator Bank of Japan operated under a singular business model of increasingly purchasing loan claims from money lending businesses and rapidly expanding business with major borrowers with which it had a close relationship and, as a result of its failure to perform adequate credit checks and credit management in line with such a business model, the Bank was faced with the need to set aside a large amount of additional reserves.
