地域金融の金融仲介機能の円滑化というところでちょっとご見解を伺いたいのですが、政権交代を目指している、ある野党が、これは民主党ですけれども、円滑な地域金融促進ということを掲げて、新しい法律を作ると、法案は実際にもう公開されていますけれども、金融機関、銀行等の金融機関に情報開示等を通じて、ある種の圧力をかけて、地域の企業等への融資を働きかけてくるというような法律の趣旨だと思うのですけれども、一般論で結構なのですが、こういう、金融庁の検査や監督だけではなくて、新しい法律によって、金融円滑化を更に図っていくというアイディアについて、どのように受止めていらっしゃるか、ご意見を伺えればと思います。 - 金融庁 - In order to make more energetic activities of angel networks in Japan, it would be effective to form partnerships between such networks based in parts of Japan and help them share information about start-ups and best practices for angel network management. It would also be helpful to encourage them to interact with angel networks in the United States and other advanced angel networking countries and conduct surveys to learn their advanced skills to manage networks and angel investment techniques, such as convertible loan stock. Another effective way is to work to have angel investment activates understood by SME owners and other people who may potentially have interest in angel investment. Examination should be conducted on what the government should do to support such efforts. In the United States and Europe, some angel networks own venture capital funds, referred to as sidecar or affiliate funds, as a tool for making angel investments, and such funds are now becoming more common. In Japan, Nippon Angels Forum, an angel network, has a sidecar fund. On the other hand, some of the venture capital funds there which raise money mainly from retail investors provide services similar to those of angel networks. Such convergences of angel networks and venture capital may help angel investors learn the expertise venture capital funds have on venture investment, and in turn allow venture capitals to use the business experience people in angel networks have and knowledge and know-how experts there possess when they perform diligence or provide business advisory services.

これは、ご案内のように、世界に対して、ギリシャ発のそういう影響というのは、当然ながら及んでいますよね。それに対してユーロ（EU）自体がどう対応するのか、ということで、今、懸命な対応をしてくれているわけですけれども、やはり、日本としてもその影響は受けざるを得ないと思います。その影響を日本自体が制御する方法があるのかというと、残念ながらこれを、特に、金融市場について遮断するという方法はないわけです。今日も、四百何十円か株価が下がっているようですけれども。そうした影響が出ているわけですけれども、やはり、日本としてやるべきことは、そうしたいろいろな大波小波がどんどん被ってくる中で、日本全体をどう強化していくのかという、日本独自の努力、日本でできる努力をどうやっていくのか、ということがないといけないと思いますよ。 - 金融庁 - One more thing – you announced the New Growth Strategy in, if I remember right, June and you recently made a reference to some plan to establish a conference dedicated to acting on that as part of economic stimulus measures. It is not very clear to me, though, how this New Growth Strategy has been addressed thus far since it was announced in June. When I asked you about it once in the past, you said that the FSA would work firmly on the part related to financial services - however, it is not clear to me what in the world has been done in this respect at not only the FSA but also other ministries in the last several months. Can you please fill us in about it once again?
あと、もう1点なのですけれども、たしか6月に「新成長戦略」を発表になられて、今回何か景気対策の中で、それを集中的にやる会議を設けるみたいなお話が出ていたと思うのですけれども、6月に出されてから今まで新成長戦略というのは、どうなっていたのかがよく分からないのですけれども、一回大臣にお聞きしたら、金融のところは金融庁でしっかりやりますというお話だったのですけれども、金融庁のみならず他省庁も含めて、一体数か月どうなっていたのか分からないのですけれども、それを教えていただけないでしょうか、改めて。 - 金融庁 - As you know, the DPJ, SDP and PNP, which were opposition parties at the time, had been told by many people how they took out a home loan only to be made redundant by their employers. There were many people in an extremely difficult situation with home loans that they had taken out based on the assumption that they would be employed indefinitely, only to be made redundant by their employers or see their employers go bankrupt all of a sudden. Events like this led to the revision of the terms related to home loans. As employment conditions remain extremely tough, and given that finance and politics are for the people, we intend to conduct studies with this in mind, considering the postponement of the expiration of the Act as a possibility.

If the information was acquired by means of theft, fraud, coercion, or other improper means (hereinafter referred to as an "act of unfair acquisition"), or if a person acquired certain information from third parties and was aware of or very negligently unaware of the fact that such third parties had acquired the information by an act of unfair competition, his/her act of acquisition, use or disclosure of such information constitutes an act of unfair competition (Article 2, Paragraph 1, Items 4 and 5 of the Unfair Competition Prevention Act). If a person acquired certain information from third parties and it was only after acquiring this information that he/she became aware of the fact that the third parties had acquired it by an act of unfair acquisition (or if he/she remained unaware of such fact due to gross negligence), the act of using or disclosing the information would constitute an unfair competition (Article 2, Paragraph 1, Item 6 of the Unfair Competition Prevention Act).

It also concerns how sales activity is conducted, so we are considering all these issues. This is a complicated field. Some derivatives are like creating something from nothing. To put it simply, it is like, if I may say so, gambling. This has nothing to do with trading actual goods. In a betting game that used to be popular, we placed a bet as to whether the serial number of the next train would be an odd or even number. This is somewhat like that game, and transactions could be made without any relation to the real economy. If the parties involved in such transactions alone are to be affected, it may not be so problematic. However, as the scale of transactions has grown, the entire economy could be affected if the deals implode. So, we cannot just say, “We don't care if you suffer losses, as you have done the OTC(over-the-counter) deal with each side understanding the risk.” Therefore, we are considering all these issues.
