６ 国は、第一項に規定する観測及び監視の効果的な推進を図るための国際的な連携の確保、前項に規定する調査の推進を図るための国際協力その他の地球温暖化に関する国際協力を推進するために必要な措置を講ずるように努めるとともに、地方公共団体又は民間団体等による温室効果ガスの排出の抑制等に関する国際協力のための活動の促進を図るため、情報の提供その他の必要な措置を講ずるように努めるものとする。 - 日本法令外国語訳データベースシステム - Recognizing the recent events involving financial audits and the international trends in supervision and monitoring of audit firms, the Certified Public Accountants and Auditing Oversight Board (“Board”) announced in October 2005 that it would urgently inspect the four largest audit firms (referred to in this report as “Big Four firms”), namely KPMG AZSA & Co., Deloitte Touche Tohmatsu, Ernst & Young ShinNihon, and ChuoAoyama Pricewaterhouse Coopers, in order to protect the public interest and investors.
公認会計士・監査審査会（以下「審査会」という。）は、昨年10月、昨今の会計監査を巡る状況、国際的な監査事務所に対する監督監視の動向を踏まえ、公益又は投資者保護のために、あずさ監査法人、監査法人トーマツ、新日本監査法人、中央青山監査法人の４大監査法人に対する早急な検査等の措置を行うことを公表し、日本公認会計士協会（以下「協会」という。）の実施した品質管理レビューの報告に対する審査を行った後に、４大監査法人への検査を実施した。 - 金融庁 - On the other hand, for financial groups whose home-country authorities are in other countries or regions, while monitoring of the operations and risk profiles of the entire groups should be done through regulation and supervision on a consolidated basis by the authorities in the relevant home countries, Japanese uthority also needs to confirm business operations management, risk managements and so forth on a consolidated basis through regulation and supervision of Japanese subsidiaries of the groups. (Furthermore, closer cooperation with home-country authorities also needs to be developed through frameworks such as the supervisory college, by effectively using the information and other data that are obtained through the regulation and supervision of the Japanese subsidiaries.)

Considering that, on the subject of short selling in the course of public stock offering, there is a natural expectation that a marketplace should be fair and as transparent as possible, we are eager to do good research to figure out, among other matters, whether some step needs to be taken to ensure fairness in markets in Japan.
しかしながら、当庁及び証券取引等監視委員会は、不公正取引については日常的に監視を行い、法令違反等違反行為が認められれば厳正に対処していくところでございますし、また公募増資時の空売りについても、市場というのは当然公正で、できるだけ透明でないといけないというのは、ご存じのとおりでございまして、我が国市場の公正性を確保する上で何らかの対応を行う必要がないかという点も含めてしっかり勉強していきたいというふうに思っています。 - 金融庁 - With regard to ensuring the safety of imported foods, based on the fundamental concept that appropriate measures need to be implemented at each stage from production, manufacturing and processing in exporting countries to post-importation sales in the domestic market, the Ministry of Health, Labour and Welfare together with quarantine stations conducted monitoring and guidance at the time of importation of foods by implementing the following measures, and at times that issues related to food sanitation arose, they promoted sanitary measures in exporting countries, such as by way of bilateral discussions and the dispatch of experts.
輸入食品等の安全性確保については、輸出国における生産、製造、加工等から輸入後の国内販売までの各段階において、適切な措置が講じられることが必要であるとの基本的考え方に基づき、厚生労働省本省及び検疫所においては、以下に掲げる措置を通じて、食品等の輸入時における監視指導を行うとともに、食品衛生上の問題発生時には、二国間協議、専門家の派遣等により、輸出国における衛生対策の推進を図った。 - 厚生労働省 - Inspection rates were increased as needed in cases where violations of the Law were detected during the monitoring (Table 3). In addition, testing was enhanced in cases where multiple violations of the Law were detected for food products from a single country on grounds of residual agricultural chemicals or residual veterinary drugs: foods potentially having a high probability of being in violation of the Law became subject to inspection orders, whereby they would be inspected at each importation (Table 4); and foods in which substances such as aflatoxin or Listeria monocytogenes were detected became immediately subject to inspection orders (Table 5).

Based on this information, during FY2006, the system for monitoring items at the time of importation was enhanced, and the domestic distribution was examined, for such issues as the contamination of natural cheese produced in Italy with Listeria monocytogenes, the blending of unapproved genetically modified rice with long-grain rice produced in the US, and the blending of unapproved genetically modified rice with rice and processed rice products produced in China, (Table 9).

The National Government, local governments, designated public organizations and the licensee cooperate and participate in the drill, which cover communication, monitoring, decision on emergency measures to be taken, sheltering or evacuation etc.

Many of these proposals are becoming part of an international consensus.
