  • (3) A fire chief or fire station chief, or a fire corps chief of a municipality which has no fire defense headquarters, when there is an urgent necessity for the activities of extinguishing a fire or preventing the spread of a fire or rescuing human life, may use, dispose of or restrict the use of a property under fire defense measures and land other than the property under fire defense measures and land prescribed in the preceding two paragraphs. In this case, when a person who has suffered any loss from such measures claims compensation for such loss, the loss shall be compensated for at market value.
