For that purpose, Japan should shift from bilateral cooperation with individual ASEAN countries, and aim at improving industrial infrastructures of ASEAN as a whole. In doing so, it is important that Japan actively support the development of public goods for ASEAN integration and economic takeoff of Cambodia, Laos and Myanmar (CLM), through the development of infrastructures in terms of hardware (e.g. roads, ports or electricity) and software (e.g. intellectual property systems, criteria certification systems and human resources).
