Negotiations on safeguards in the Uruguay Round proceeded on the basis of the aims spelled out in the Punta del Este Declaration of September 1986. The gist of the Declaration was that: "the agreement on safeguards (a) shall be based on the basic principles of the GATT; (b) shall contain, inter alia, the following elements: transparency, coverage, objective criteria for action including the concept of serious injury or threat thereof, temporary nature, degressivity and structural adjustment, compensation and countermeasures, notification, consultation, multilateral surveillance, and dispute settlement; and (c) shall clarify and reinforce the disciplines of the GATT and should apply to all Contracting Parties."
