Phulra was a minor princely state of both Pakistan and British India, located in the Khyber-Pakhtunkhwa. It was situated east of the nearby princely Amb. In 1950, Phulra and most of the territory of Amb were merged into Khyber-Pakhtunkhwa. There is some dispute as to whether Phulra ranked as a full princely state or as a minor noble estate (jagir) of the Indian Empire.
