Unusually for a financial act, this act provides a framework under which Deposit Insurance Corporation takes over non-performing loans that are held by Shinkin banks and credit cooperatives after the passage of a certain period of time. Therefore, this act naturally calls on the managers of financial institutions to build up capital based on their own judgment. We enacted the Act on Special Measures for Strengthening Financial Functions, which contains provisions for disaster-related special measures, with the support of all political parties and groups, and also drew up the Guidelines of Workout for Restructuring Debt Owed by Individual Debtors. In addition, prefectural industrial reconstruction organizations and Rehabilitation Support Organization for Companies Damaged by the Great East Japan Earthquake were established in order to resolve the double loan problem, which has become a major issue in the Diet. While I do my best in this respect, I will ensure the drafting of a bill that can stand against your criticism as a measure to support SMEs within my area of jurisdiction, as we still have more time till we submit the bill. On the other hand, some of the venture capital funds there which raise money mainly from retail investors provide services similar to those of angel networks. Such convergences of angel networks and venture capital may help angel investors learn the expertise venture capital funds have on venture investment, and in turn allow venture capitals to use the business experience people in angel networks have and knowledge and know-how experts there possess when they perform diligence or provide business advisory services.
