To regulate the position between each bus bar and a bus bar insulator, in a concentrated power distributing member.

A three-dimensional structure 3, having an effective refractive index determined by proportionally distributing a refractive index of a material and that of space based on the area ratio, is formed by preparing a substrate having an electrical insulating layer with a semiconductor material deposited thereon, for example, an SOI (silicon on insulator) substrate composed of silicon wafer/silicon oxide layer/silicon layer, and etching the semiconductor material.
