     So, doctors and hospital officials have largely been relying on the guidelines of professional specialty groups, including those published in 2008 by the American College of Chest Physicians (ACCP), for making decisions about how to allocate scarce resources to treat respiratory disorders. ¶ The ACCP guidelines hinge on the so-called “exclusion criteria,” which advise not considering ICU care for people with moderate-to-severe heart or lung disease, those with terminal cancer — like Kraemer— the elderly, and people with severe cognitive impairment.
