(4) In lieu of the delivery of the Bondholders' Meeting Reference Documents and Proxy Cards under the provisions of the preceding paragraph, the Convener may provide the matters to be stated in such documents by electromagnetic means with the consent of bondholders, pursuant to the provisions of the applicable Cabinet Order.
