It is not very clear to me, though, how this New Growth Strategy has been addressed thus far since it was announced in June. When I asked you about it once in the past, you said that the FSA would work firmly on the part related to financial services - however, it is not clear to me what in the world has been done in this respect at not only the FSA but also other ministries in the last several months. Can you please fill us in about it once again?
あと、もう1点なのですけれども、たしか6月に「新成長戦略」を発表になられて、今回何か景気対策の中で、それを集中的にやる会議を設けるみたいなお話が出ていたと思うのですけれども、6月に出されてから今まで新成長戦略というのは、どうなっていたのかがよく分からないのですけれども、一回大臣にお聞きしたら、金融のところは金融庁でしっかりやりますというお話だったのですけれども、金融庁のみならず他省庁も含めて、一体数か月どうなっていたのか分からないのですけれども、それを教えていただけないでしょうか、改めて。 - 金融庁 - As a result, various issues which should be addressed were arranged into four categories: (1) Lack of measures for pre-listing companies to encourage listing on markets for growing companies, (2)Lack of confidence and sense of burden at the listing examination stage, (3) Lack of support for listed companies and lack of information delivered from listed companies, (4) Unclear role for markets for growing companies. On the basis of these points, from the perspectives of policies to restore confidence for preventing the betrayal of investor expectations of markets as well as policies to stimulate markets for meeting expectations, the FSA considers nine items which should be implemented to steadily address these issues.

In this context, we will first install an opinion box exclusively for staff members on the second floor of the Financial Service Agency (FSA) building. Staff members are encouraged to post their opinions on any kind of policy, even non-financial ones. We are also seeking opinions broadly from individuals outside the FSA regarding financial regulation and supervision in general, via telephone, fax, email and postal mail.

The treatment of computer software and other assets accounted for as intangible fixed assets has also been addressed in such a fashion that the inequality arising from a difference in accounting standards can be rectified. As continental Europe is situated in an economic condition rather similar to Japan and, accordingly, banks in France or Germany are basically in a different shape than their Anglo-American counterparts, Japan's position is currently being shared increasingly by participating countries, of which there are I believe 27, to form a collective view – that is the current state of affairs as has been reported to me.

Where legal proceedings are instituted by an employee who has made an invention belonging to his employer and for which a patent has been granted and it is ascertained that the employer obtains a significant profit by reason of that patent, the Court shall award special remuneration to the employee. Before taking any procedural steps, the Court shall hear the parties with a view to conciliation on the principle and on the amount of remuneration. The action afforded inventors under this paragraph shall be prescribed after three years from grant of the patent. However, the time limit shall be suspended for a period of one year if a request for the payment of special remuneration is addressed to the employer by registered mail.

From this viewpoint, Japan, in collaboration with other Members, is prepared to work out a list of environmental goods for their improved market access, in accordance with Paragraph 31 of the Doha Declaration. Concessions to be made out of the list are to be evaluated as part of the overall results of the negotiations. From the same viewpoint as above, special consideration should be given, in the course of market access negotiation, to the goods which have to be appropriately addressed in terms of global environment issues and the sustainable use of exhaustible natural resources. In this regard, Japan intends to make a proposal specifically on this point.

If deficiencies are not eliminated in cases of obligatory representation as per Art. 5(2) of the Law on Industrial Designs, the formal examiner takes a decision to discontinue the proceedings. Where the applicant has his permanent residence or principal place of business in the Republic of Bulgaria, the proceedings go on, correspondence being addressed to the applicant.

As you know, given the fact that Mr. Heizo Takenaka was the Minister for Financial Services in the Koizumi administration and (former) Chairman Kimura served as an advisor then, and the establishment of the Incubator Bank also took place under Minister Heizo Takenaka, an array of criminal and civil responsibilities will be addressed in accordance with law, as has just been explained. All things considered, I do think that as a politician, the then Minister for Financial Services will have no choice but to face his moral responsibility.

That said, in view of a free economy, I do find it very positive that shinkin banks, credit associations or banks have embarked on such an area of business – that there is a trend of engaging in activities of this sort actually developing in the marketplace. Having just heard of a viewpoint that the use of Japan Post Bank money is quite difficult in reality, I do think that the need that exists will have to be addressed, taking into account various circumstances, including those which I have just talked about.
