For the linguistics sense:
English and French are anti-drop languages, so one would say:

• I am hungry.
• J'ai faim.

And not:

• *Am hungry.
• *Ai faim.

Compare this with Italian and Spanish, which are pro-drop:

• Ho fame.
• Tengo hambre.

instead of:

• Io ho fame.
• Yo tengo hambre.

In pro-drop languages, personal pronouns are dropped when context allows it, whereas in antidrop languages they tend not to be dropped. Some pro-drop languages (such as the ones mentioned) can use pronouns for emphasis. Some languages, such as Portuguese and Russian, can be considered to be between being pro-drop and being anti-drop.
