(3) The Federal Ministry of Justice shall have the power, for the purpose of making available to the public the utilization of the documentation of the Patent Office, to prescribe by statutory order, without the approval of the Bundesrat (body of the German legislature representing the German states) having to be obtained, that the Patent Office shall provide information on state of theart, without guaranteeing that the information is complete.
