(3) A person who wishes to use the invention after the declaration has been recorded shall notify the patentee of his intention. Notification shall be deemed to have been effected if it has been dispatched by registered mail to the person recorded in the Register as patentee or to the registered representative thereof or authorized party for service (Section 25).
