A system of government that has a semblance of being devolved as a federation, but is still ipso facto and de jure being centrally controlled. In the United Kingdom, a devolution of power to Wales and Scotland from London, but with caveats and conditions that are controversial.
The Soviet system of government may be considered as such, nominally devolving powers to the soviets while actually having central control. However, that would be a retronym, since the phrase was first coined on 10 September 2014.
