Soon after the editorial, the People's Daily publicized the case of Sanho County. Sanho, in Hebei Province, suffered severe damage during the earthquake of 1976. The situation was aggravated by a flood in 1977 that affected the crops. Some 3,400 commune families were homeless and lived in makeshift tents.
