(4) When a collective agreement pertaining to a request set forth in paragraph 1 is found to fall under a collective agreement as provided for in Article 11 of the Minimum Wages Act (Act No. 137 of 1959), the Minister of Health, Labor and Welfare or the prefectural governor in making the decision referred to that paragraph shall, prior thereto , obtain the opinion of the Central Minimum Wages Council or the Chief of the Prefectural Labor Standards Office concerning the part of the collective agreement relating to wages.
