In the GATT context, the Agreement on Technical Barriers to Trade (hereinafter referred to as the "Standards Code") was concluded in 1979 as part of the Tokyo Round of the GATT negotiations. The Standards Code promoted the harmonization of standards and conformity assessment systems and established rules on transparency and other aspects of trade related measures. Under the Uruguay Round, the Agreement on Technical Barriers to Trade (hereinafter referred to as the "TBT Agreement") was created to make obligations under the Standards Code more definitive and to strengthen its provisions.
