The term was criticized in a 1938 Traffic World article: "Pro-railroad and pro-shipper are ridiculous terms because they mean nothing to anyone who knows anything about the way things shape before the Commission in practically everything."
From pro- + shipper (“one who supports a romantic or sexual relationship between characters”). Some posit that the second sense originated as a blend of problematic + ship.
