METI puts forward its specific interpretations of laws and regulations in these interpretative guidelines according to the proposal made by the Rules Establishment Subcommittee of the Information Economy Committee of the Industrial Structure Council, chaired by Professor Nobuhiro Nakayama of the University of Tokyo.
