Article 11 (1) The alien shall apply to the mayor or the head of the city, town or village where he/she resides, within 30 days of the fifth anniversary (in the case of the alien being a permanent resident or a special permanent resident on the day on which the initial or other registration was made, it shall be the seventh anniversary) of the alien's birthday (where his/her birthday falls on February 29, it shall be deemed as February 28) commencing from the year in which the registration under Article 4, paragraph (1) (in cases where the confirmation was made under Article 6, paragraph (3), Article 6-2, paragraph (4), or Article 7, paragraph (3), based on the application under this paragraph or the next paragraph, (in paragraph (3), this confirmation is referred to as "the latest confirmation") is to mean the day on which the latest confirmation was made.
