難民審査参与員は，人格が高潔であって，難民認定に係る異議申立てに関し公正な判断をすることができ，かつ，法律又は国際情勢に関する学識経験を有する者から任命することとされ，国際連合難民高等弁務官事務所（以下「ＵＮＨＣＲ」という。），日本弁護士連合会，難民事業本部等からの推薦を受けて，法務大臣が任命している。例文帳に追加

In recent years, however, the number of foreign nationals seeking refugee status from Japan has been increasing, as the world is rapidly changing due to regional conflicts occurring around the world and the instability ofa number of countries. Today, Japanese people pay more attention to refugee-related issues than before. In light of these circumstances, Japan intends to review the refugee recognition system from the perspective of proper and prompt protection of refugees through fairer procedures. The revised Immigration Control Act was enforced on May 16, 2005, which included establishment of the system for permitting provisional stay and the refugee examination counselors system. (v)-2 A person who has been convicted of a violation of any law or regulation of Japan or of any other country or has been deported from Japan pursuant to the provisions of the Immigration Control and Refugee Recognition Act or deported from any other country pursuant to the provisions of any law or regulation of that country for killing, injuring, assaulting or threatening a person, or damaging a building or other objects in relation to the process or results of an international competition or a competition of an equivalent scale or an international conference (hereinafter referred to as "international competition") or with the intent of preventing the smooth operation thereof, and is likely to kill, injure, assault or threaten a person, or damage a building or other objects in relation to the process or results of an international competition held in Japan or with the intent of preventing the smooth operation thereof, at the venue of the international competition or within the area of the municipality where the venue is located (this refers to "ward" in areas where the Tokyo special wards exist or in designated cities prescribed in Article 252-19, paragraph (1) of the Local Autonomy Act (Act No. 67 of 1947)) or to neighboring places provided for use to unspecified persons or a number of persons.発音を聞く  - 日本法令外国語訳データベースシステム
