• Pissed drunk is a set phrase which refers to someone being drunk and doesn't normally indicate someone's mood. This is unlike pissed, which by itself can mean "angry" or "drunk", although the latter meaning is chiefly used in countries where Commonwealth English is spoken. Despite this, pissed drunk is used even in the United States, where pissed is normally only used to mean someone is angry (pissed off).
• While pissed drunk is a set adjectival phrase, the words pissed and drunk can also be used as an adjective and noun pair. For example, in the phrase, "There was a pissed drunk outside." pissed is functioning as an adjective while drunk is a separate noun, with the sentence having the meaning of "There was an angry drunk person outside."
