Japan proposes that each Member set a target level of a trade- weighted average tariff rate according to a formula while giving consideration to the level of development of each Member, with less than full reciprocal treatment for developing countries which have higher trade weighted average tariff rates, and that each Member reduce its trade-weighted average tariff rate to that level. (1) The Yang di-Pertuan Agong may by order published in the Gazette declare any documents or class of documents of a foreign state to be admissible as evidence in any proceedings before a Court if .
