4. It is necessary to further strengthen countermeasures at the onset of an outbreak, and to develop a system to collect/ provide /communicate/disclose information in the pre-pandemic phase. For this purpose, it is essential to strengthen the institutional capacity and human resources of the Ministry and the National Institute of Infectious Diseases (NIID; the Infectious Diseases Surveillance Center and the Influenza Virus Research Center, in particular), quarantine stations, public health centers and prefectural/city institutes of public health (hereafter, the Institutes).
