In order to deal with such a situation and to maintain the sound development of Japan's national economy through the development of the manufacturing industry, which is a fundamental to the State, that the active promotion of core manufacturing technology is indispensable, while a social tendency to respect abilities related to core manufacturing technology is enhanced. I made a comment at the informal ministerial gathering today, which was obviously not a comment from the head of the administration, but I am Vice-Chief of the People's New Party (PNP), and the current government is, as you know, a coalition of the Democratic Party of Japan (DPJ) and the PNP. Accordingly, Prime Minister Kan, right after he assumed office, met with (PNP) Chief Shizuka Kamei to discuss how the two parties would cooperate in policymaking, at which meeting I was also present as the PNP Secretary-General at that time. Under the three-party coalition that preceded the current one, there was a committee called the Ministerial Committee on Basic Policies, which was set up as a forum for the parties to coordinate or match their policies, but then the Social Democratic Party left the coalition. That is why how the remaining parties should cooperate in policymaking afterwards was a subject of discussion at the party leader meeting right after Prime Minister Kan became the new Prime Minister, during which both leaders agreed to go about it properly. As for the first question, the general rule of the financial bankruptcy processing system is actually fixed-amount protection, as I explained last week. Exceptions to this rule are cases in which there is a possibility of systemic risk arising, as you know. The examples I brought up the other day were the Incubator Bank of Japan and Ashikaga Bank: the Incubator Bank of Japan had about 400 billion yen in loans, and Ashikaga Bank had 4 trillion yen in loans. In particular, Ashikaga Bank is a financial institution designated by the Tochigi Prefectural Government, and its share in the regional community was extremely high, so as an exception, we convened the Financial Crisis Response Council for Ashikaga Bank. The Council is chaired by the Prime Minister, and its members include the Minister for Financial Services, the Chief Cabinet Secretary, FSA Commissioner, the Minister of Finance, and the Governor of the Bank of Japan. Exceptions are cases in which a systemic risk exists. In the present case, we determined that there is no such systemic risk. As I explained last week, the Bank only dealt in fixed-term deposits, meaning that there was no settlement system in its business model in the first place. We determined that the impact in the event of bankruptcy would not be broad because of the lack of transfers and the products being limited to fixed-term deposits. We discussed concerns about consequences of potential excessive commodity price volatility and asked our deputies to work with international organizations and to report back to us on the underlying drivers and the challenges posed by these trends for both consumers and producers and consider possible actions. Keeping in mind the impact of this volatility on food security, we reiterated the need for long-term investment in the agricultural sector in developing countries. We welcomed the interim report by the IEF, IEA and OPEC to improve the quality, timeliness and reliability of the Joint Organization Data Initiative Oil (JODI oil) and call for further work on strategies to implement these recommendations to be detailed in their final report.
