当審議会では、預金者による金融機関の選別が働き、金融機関がそれを前提に緊張感をもって一層真剣に経営基盤の強化と収益力の向上に取り組むことにより、金融システム全体が効率化していくことが望ましいとの観点から、預金保険制度は少額預金者保護の原則に戻ること（すなわちペイオフ解禁）が適切であると考える。平成１４年７月３０日に、小泉総理大臣から柳澤金融担当大臣に対し、ペイオフは予定通り実施すべきであるが、一方、決済機能の安定確保のための方策を検討し、必要な改革案をとりまとめるよう指示があった。決済機能は資金仲介機能とともに金融システムが担う基本的機能である。資金仲介機能では預金者から受け入れた資金を適切な貸付に向けるなど効率的に運用することが求められるのに対し、決済機能ではさまざまな取引関係に基づく決済を確実かつ円滑に実施することが何よりも求められる。総理の指示は、資金仲介機能の一端を担う預金のセーフティネットとしては予定通りに一預金者当たり１，０００万円までの元本とその利息を保護するという少額預金者保護の体制に完全に移行するが、それと合わせて、決済機能についてその安定確保を図ることが不可欠であるとされたものである。 - 金融庁
