Based on the 2003 revisions to the Food Sanitation Law, a new system (hereinafter referred to as the “Positive List system”) came into force on May 29, 2006. The Positive List system deals with agricultural chemicals, feed additives and veterinary drugs (hereinafter referred to as “agricultural chemicals, etc.”) which are residual in food products. これら我が国に輸入される食品等（以下「輸入食品等」という。）の現状を踏まえ、平成19年度において、厚生労働省本省（以下「本省」という。）及び検疫所は、残留基準が設定されていない農薬、動物用医薬品又は飼料添加物（以下「農薬等」という。）が、人の健康を損なうおそれのない量として定められる量を超えて残留する食品の販売等が原則禁止されるいわゆるポジティブリスト制度(以下「ポジティブリスト制度」という。）の着実な施行のため、輸入時の検査項目の拡充を図るなど、食品衛生法（昭和22年法律第233号。以下「法」という。）第28条の規定に基づくモニタリング検査や法第26条の規定に基づく検査命令等の輸入時における監視指導を強化するとともに、輸出国における衛生対策の適正化を推進するため、残留農薬等に係る法第11条違反等の事例が多い輸出国を中心に衛生対策の推進を求めたほか、牛海綿状脳症（以下「BSE」という。）等に係る輸出国の衛生管理についても現地調査を行った。 - 厚生労働省
