デジタルコンテンツやプログラム（以下「コンテンツ等」という。）の視聴や使用を技術的に制限（いわゆるアクセスコントロール）したり、複製（インストール）を技術的に利用権者とは、当該ＩＤ・パスワード等を付与している者から、他のコンピュータの利用についての許諾を得た者である。制限（いわゆるコピーコントロール）した上で、対価を支払ったユーザーのみに当該技術的制限を解除するためのユーザーＩＤ、パスワード、プロダクトＩＤ、シリアル番号等（以下「ＩＤ・パスワード等」という。）とともにコンテンツ等を提供し（なお、ＩＤ・パスワード等はユーザーが設定する場合もある。）、ユーザーは当該ＩＤ・パスワード等を使用してコンテンツ等の視聴、使用、複製（以下「アクセス又はコピー」という。）が可能となる、という形態のビジネスが行われている。 - 経済産業省
