3.1.15. 「強制実施権」とは、国家安全保障若しくは防衛、食糧供給若しくは公衆衛生といった公益が関係する場合、又は法律で規定されるその他の場合において、所管する政府当局の決定により、発明、意匠又は実用新案を利用するため、創作者又は権利保有者に報酬を払い、他の者に与える許諾をいう。 - 特許庁
