Article 75-2 (1) A person who intends to construct a new specified building other than a Type 1 specified building (hereinafter referred to as a "Type 2 specified building") (excluding the cases where a residential construction client constructs a new specified residence categorized as a Type 2 specified building), or reconstruct a building beyond the size specified by a Cabinet Order or extend a building beyond the scale specified by a Cabinet Order (excluding the extension prescribed in paragraph (1), item (i) of the preceding Article) (such person shall hereinafter be referred to as a "Type 2 specified construction client") shall, pursuant to the provision of an Ordinance of the Ministry of Land, Infrastructure, Transport and Tourism, notify the administrative agency with jurisdiction of the measures to prevent heat loss through exterior walls, windows, etc. of said building and to realize the efficient utilization of energy for air conditioning systems, etc. installed in said building with respect to the matters concerning designing and construction of said building.
