I would like to ask you about the tax system, which is an issue of strong interest for market players and the financial industry. The FSA (Financial Services Agency) included the establishment of a tax exempt account scheme similar to the ISA (Individual Savings Account) system of Britain, and tax exemption for dividends received by elderly people in its list of requests for the fiscal 2009 tax revision, which was submitted to the Ministry of Finance at the end of August.

Frankly speaking, however, government ministries and agencies are also involved in this matter. The Financial Services Agency (FSA), the Ministry of Justice, the Ministry of Economy, Trade and Industry, the Ministry of Land, Infrastructure, Transportation and Tourism - as this is related to housing - and the Ministry of Finance have participated in the study group as observers. Even so, this study has been led by the private sector. I am very grateful for the serious effort being made to draw up this guideline.

The double loan problem has emerged as a very serious issue since immediately after the earthquake disaster, as I repeatedly said in the Diet. Various reviews have been conducted on financial institutions engaging in policy-based finance, which have been under the jurisdiction of different ministries. Policies concerning financing for small and medium-size enterprises used to be under the jurisdiction of the former Ministry of International Trade and Industry. Meanwhile, other financial matters were under the jurisdiction of the Finance Ministry alone or together with other ministries, as the Financial Services Agency (FSA) did not exist before the authority over fiscal matters was separated from that over financial matters. The reviews covered matters like this. As DBJ is a financial institution, it is naturally under the jurisdiction of the FSA in a broad sense. However, regardless of the ministerial jurisdiction, it is important to deal with financial institutions from the perspective of striking the optimum balance between the public and private sectors.

In the past, the Ministry of Finance and the Japanese External Trade Organization, which is an extra-governmental organization of the Ministry of Economy, Trade and Industry (METI) or the former Ministry of International Trade and Industry, would strive to promote exports but, as Japan's trade surplus grew, it embarked on promoting imports in turn. Anyway, it is an organization that boasts knowledge of trade issues that it has garnered over time. Then there is the Japan Bank for International Cooperation, which is one example of the wholesale integration of policy-based financial institutions during the Koizumi administration that was carried out under the banner of "From public to private." I hear, however, that there is talk of separating JBIConly JBIC, which has actually played an extremely significant role in the expansion of the Japanese economy overseas after World War IIback to its original form, because it is arguably found to be somewhat different from the rest.

(3) Where one payment, etc. that a resident or a non-resident intends to make falls under two or more kinds of payment, etc. designated pursuant to the provision of paragraph (1) based on two or more provisions of paragraphs (1) to (3) inclusive of Article 16 of the Act, when the resident or non-resident intends to file, pursuant to paragraph (4) of the said Article, an application for permission as prescribed in the two or more provisions in block in regard to the one payment, etc. that he/she intends to make, the resident or non-resident shall file the application through procedures specified by the Ordinance of the Ministry of Finance or the Ordinance of the Ministry of Economy, Trade and Industry, after clarifying the provision, among paragraphs (1) to (3) inclusive of the said Article, based on which the obligation to obtain permission has been imposed for the payment, etc. for which the application for permission has been filed.

As I told you, of course, we strongly hope to submit a bill to extend the SME Financing Facilitation Act (Act concerning Temporary Measures to Facilitate Financing for SMEs, etc.) to the next session of the Diet. This concerns credit guarantee associations, regarding which the Minister of Economy, Trade and Industry has answered various questions in the Diet. Moreover, the FSA has maintained close communications with the Small and Medium Enterprise Agency. This is under the jurisdiction of the METI and pulling the economy out of deflation is an important objective. When SMEs are advancing into Asia and China in particular, the FSA, as well as the METI and the Ministry of Finance, will cooperate with JBIC (Japan Bank for International Cooperation) and JETRO (Japan External Trade Organization) as I told you, and the government is willing to provide active assistance by establishing a support scheme.

The double loan problem has become a major issue in the Diet. As I am the Minister for Financial Services, I take questions concerning this problem. I have been saying that this is a very important matter. As the Prime Minister recently instructed the Minister of Finance, the Minister for Financial Services, the Minister of Economy, Trade and Industry, the Minister of Land, Infrastructure, Transport and Tourism and the Minister of Agriculture, Forestry and Fisheries to work hard to resolve the double loan problem under the leadership of the Cabinet Secretariat, I have been acting accordingly. I am aware of media reports that the DPJ has worked out a plan for dealing with the double loan problem, as you mentioned.

Today, I do not have anything particular to report to you.Today, I do not have anything particular to report to you. However, at the informal meeting of cabinet ministers, Prime Minister Kan mentioned what might be called a “1.5th” supplementary budget. For example, in relation to the double loan problem, concerning which I take questions in the Diet as the Minister for Financial Services, plans for dealing with this problem have been presented by the Democratic Party of Japan (DPJ), the Liberal Democratic Party (LDP) and New Komeito. On the part of the government, the FSA, the Ministry of Finance, the Ministry of Economy, Trade and Industry, the Ministry of Agriculture, Forestry and Fisheries, and the Ministry of Land, Infrastructure, Transport and Tourism are cooperating with each other to deal with the problem under the leadership of the Cabinet Secretariat, as you know - at the FSA, staff members have been working very hard - and we are working on our plan.

I recognize that supporting individuals and companies suffering from overlapping loan problems as a result of the disaster is a very important task. As I have mentioned at Budget Committee meetings and on other occasions, this matter involves such government organizations as the FSA, the Ministry of Finance, the Ministry of Economy, Trade and Industry and the Ministry of Land, Infrastructure, Transport and Tourism. Moreover, the Cabinet Secretariat naturally plays the central role in dealing with the overlapping loan problem. So, the relevant ministries and agencies are drawing up and implementing specific support measures in accordance with the government's policy on how to deal with that problem, which was determined in June.

Each of the Ministries has its own tradition and history, in that crude oil and minerals have long been under the jurisdiction of METI, whereas grains such as azuki beans and soybeans are in agriculture, the oldest industry. I recently learned that the world's first rice market was founded in Dojima, Osaka. While taking such long history and old tradition into account, we hope to compile an interim summary by the end of the year, to keep pace with the times. This is because the growth of financial institutions themselves is the seventh strategic area in the New Growth Strategy, notwithstanding the fact that the corporate finance intermediation function of the financial sector is important.

(5) Each Limited Partner hereby confirms that the matters stated in its respective certificate of registered incorporation matters of such Limited Partner or other identification document that such Limited Partner presents to the General Partner in connection with executing this Agreement pursuant to Article 4(1) of the Act concerning Prevention of Transfer of Criminal Proceeds (Act No. 22 of 2007, as amended) and Articles 3 and 4 of the Ordinance for Enforcement of the Act concerning Prevention of Transfer of Criminal Proceeds (Ordinance of Cabinet Office, Ministry of Internal Affairs and Communications, Ministry of Justice, Ministry of Finance, Ministry of Health, Labour and Welfare, Ministry of Agriculture, Forestry and Fisheries, Ministry of Economy, Trade and Industry and Ministry of Land, Infrastructure, Transport and Tourism No. 1 of 2008, as amended) are correct on the Effective Date.
