It can also be assumed that Nobunaga could never divorce Nohime due to a dispute with the Saito clan led by Dosan's opposing older brother Yoshitatsu SAITO, because it was essential for Nobunaga to keep Nohime as his lawful wife, for he received the letter from Dosan in which Dosan appointed his son-in-law Nobunaga as successor of Mino Province, and in addition, it can be understood that Nohime did not die of sickness or some other reasons before the Capture of Mino Province, in view of the fact that Nohime encouraged the attack on Mino Province for she was the daughter of Dosan and was linked by blood to the Akechi clan, a branch of the Toki clan (however, she wouldn't be linked by blood to the Toki clan if Yoshitatsu was actually the son of Dosan), which could give her husband Nobunaga a good reason to be the legitimate successor of Mino Province, and also that the high-ranking officials of Mino Province were treated the same way as those of Owari Province.

Improvements were seen in July 1999 with a new agreement obligating institutions that were formerly exempt from the agreementlocal government institutions, education committees and other organizations using public funds to procure academic research, insurance or servicesto adhere to non-discriminatory, transparent and fair procedures in their procurement processes. However, Canada still maintains some exceptions. For example, institutions can give preferential treatment to domestic suppliers if the price difference is less than 10 percent, and can limit bidding to Canadian suppliers if Canadian markets are found to be sufficiently competitive and Canadian products are found to be sufficiently high in quality.

On the topic of ISA just mentioned, my understanding is that it is a preferential taxation system for individuals purchasing stocks. If my memory serves me correctly, the tax reduction amounts to 120 billion yen to 130 billion yen under the securities tax system, whereas the tax reduction amounts to 8 billion yen to 9 billion yen under the ISA. Both are important; the ISA also seeks to encourage more individuals to participate in the securities market. As has been said since five to ten years ago, Japan has a very small population of individual shareholders compared to the United States. Our unwavering view is that more individual shareholders should participate in the securities market.

According to some books, the reason why TAKECHI treated Izo coldly in his later years was, for example, from the discriminative feeling for Izo who had low social standing and no education compared with the other comrades, a sense of danger that exposure of many of the assassinations that Izo took part in may have unfavorable effects to his fellow comrades, and resentment and anxiety toward Izo for not taking his own life although those exposures could be prevented if he had committed suicide; furthermore, even if he had been a member of the Tosa kinnoto that aimed for "Sonno Joi (19th century slogan advocating reverence for the Emperor and the expulsion of foreigners) and overthrowing the Shogunate", he became a bodyguard to Kaishu KATSU (to be explained later) who was "a member of the open country wing and a vassal of the shogun"; Izo was disdained, for "although skillful in swordplay, he was a man with no resolute ideas and beliefs."

I might add my personal comment, though – the action plan for the New Growth Strategy, which we developed recently, advocates growth of financial institutions themselves and it is therefore quite critical for various financial segments, including securities, to have as many trading activities as possible, which makes any potential impact on them from taxation quite significant. At the same time, there are the principles of simplicity, fairness and neutrality in taxation that we should bear in mind as I realize, from many years of my involvement in the area of taxation when I was with the ruling party, that this is the kind of area in taxation that is traditionally prone to general criticism as a tax break for the rich. That being the case, in the context of a growing consensus on international cooperation between nationseach of which has its own economic, financial, and fiscal policies and is faced with its own challenges in the wake of the Lehman crisis, and is also founded on its own economic, historical, and traditional qualitieswe are hoping to ultimately make a decision on how to add more vitality to financial and economic activities, bearing in mind the points that I have just made and incorporating, as a democratic nation, inputs from various people.

Our teacher dedicated his life to the study requiring great pains; as to "Koshi-den", at the end of the Bunka era (1804-1818), he began to write the draft, and by the early Bunsei era (1818-1830), about 12 volumes had been completed; however, by that time, he had also gradually gained an insight into the study and understood the teachings of the master of Suzunoya (Norinaga MOTOORI), then he realized that this world was the product of our great gods of Japan, so he decided to suspend "Koshi-den" temporarily, and first explore and read through all the past annotations of the histories of our country as well as those of India and Europe to use new knowledge to his advantage in writing "Koshi-den"; therefore, since the middle of the Bunsei era, he intensly studied foreign literature and culture mainly, and during a period of over 20 years, he completed almost all his works, which he left for us, including "Sekiken Taiko-den" (Japanese Early History); although he was never satisfied with his works, his students, of course, including myself, with a feeling of gratitude, thought that our master had succeeded in completing most his researches and studies, and were concerned about the delay in completing "Koshi-den" and because of our master's age, we repeatedly begged him to restart the writing, then thankfully at about the 10th year of the Tenpo era (1839), he restarted; however, he was requested to write on linguistic methods so he began to write "Goju Ongi" (Pronunciation and Meaning of 50 Kana) and suspended "Koshi-den" again; after a year, he was banished to Akita Province by order of the former bakufu (Japanese feudal government headed by a shogun), fortunately since Akita was his hometown and there were many relatives of his, besides the former load treated him very kindly, they relieved him off poor living, although under those conditions, he had no time to finish the remaining works; he was always concerned about those unfinished works, and after only a few years, he became sick and regrettably died.
