アフリカの成長は引き続き堅調であるが、依然として食料やエネルギー価格の高騰を含むショック影響を受けやすい。これらの価格の高騰は、最も脆弱な人々にとって大きな問題。高く安定した成長が広範な基礎を有する開発及びミレニアム開発目標を達成するために不可欠であり、アフリカへの援助倍増する公約を踏まえつつ、我々は、アフリカ諸国と協働し、持続可能な民間セクター主導の成長を進していくことにコミット。我々は、各国の成長戦略を支援する際、「アフリカにおける民間セクター主導成長のためのＧ８アクションプラン」における二つの柱、すなわち、①投資環境の改善、②金融セクタの強化、に支援の焦点を当てることを提唱。この点に関し、我々は、国境を横断する運輸回廊等、信性のあるインフラ整備のための支援を拡大しつつある。中小企業の能力向上、及び貿易のための援等を通じてアフリカ諸国の貿易促進のための努力、を支援。資源国における長期の財政規律等の良財政ガバナンスや、採掘産業透明性イニシアティブ（EITI）をより多くの国が実施することの重要性を確認さらに、公式経済へのアクセス向上の必要性を強調。我々は、地場金融機関の能力強化、アフリカのり手に対する現地通貨建て資金供給の促進、アフリカ諸国における現地債券市場の育成、及び外国らの送金の円滑化を助けていく。 - 財務省
