Exceptions to this rule are cases in which there is a possibility of systemic risk arising, as you know. The examples I brought up the other day were the Incubator Bank of Japan and Ashikaga Bank: the Incubator Bank of Japan had about 400 billion yen in loans, and Ashikaga Bank had 4 trillion yen in loans. In particular, Ashikaga Bank is a financial institution designated by the Tochigi Prefectural Government, and its share in the regional community was extremely high, so as an exception, we convened the Financial Crisis Response Council for Ashikaga Bank. The Council is chaired by the Prime Minister, and its members include the Minister for Financial Services, the Chief Cabinet Secretary, FSA Commissioner, the Minister of Finance, and the Governor of the Bank of Japan. 最初の質問でございますけれども、これは実は、私は先週も申し上げましたように、金融破綻処理制度の原則は定額保護でございまして、そして例外といたしまして、ご存じのようにシステミック・リスクが起こる可能性がある場合は、例えばこの前、日本振興銀行と足利銀行の例を引き合いに出しましたが、日本振興銀行は約4,000億円の貸付金、足利銀行は４兆円の貸付金でございまして、特に足利銀行というのは、確か、栃木県の指定の金融機関でもございまして、その地域における足利銀行の占有率というのは非常に高いということもございまして、これは例外的に足利銀行は、金融危機対応会議というのを開かせていただきまして、これは内閣総理大臣が議長でございまして、当然、金融大臣もメンバーでございますが、内閣官房長官、金融担当大臣、金融庁長官、財務大臣、日本銀行総裁と。それが要するにシステミック・リスクのあるときでございますが、今回の場合は、金融破綻の原則でございまして、そこまでのシステミック・リスクはないということを考えまして、それから先週申し上げましたように、これは定期預金しか扱っておりませんので、いわゆる決済システムには、この銀行は最初から決済システムというのは、そういうものがないビジネスモデルでございまして、ですから、例えば振り込みとか、そういうこともございませんし、定期預金だけでございますから、そういった意味で、破綻したときの広がりというのは少ないと、そういったことも、これはいろいろこの前も説明しました。そういった意味で、やはり原則は原則で、私は定額保護ということにさせていただいたわけでございます。 - 金融庁
