In order to form a network with other Asian countries, promote the globalization of Japanese universities and companies, and strengthen the competitiveness of Japanese industry, since fiscal 2007, the government has been implementing the Career Gateway to Asia program, which promotes the development of advanced overseas human resources capable of contributing to Japanese industry by implementing projects to provide Asian students staying in Japan with specialized education, Japanese language education, corporate culture education, internships, and employment-support through industry-academia collaboration. I would like to ask about the Program for Financial Revival, the so-called Takenaka Plan, which gave a direct impetus for the creation of the Incubator Bank of Japan. What is more, it also led to the pouring-in of approximately 2 trillion yen of taxpayers' money to bail out the Resona Bank, which became de-facto bankrupt, as well as the failure of the Ashikaga Bank and the bailout merger of the former UJF Bank. In that sense, I consider the Plan to be one of the most impact-laden financial administration steps in the history of the FSA. This also somewhat relates to the question that Mr. Namikawa (from Toyo Keizai) asked during the previous conference, but are there any minutes of the proceedings made to document the development of this Takenaka Plan? Through the initiative, Japan should promote the development and exchange of high-quality Asian human resources by expanding employment opportunities in Japan. Japan should also establish a "promotion panel" comprising people from the industrial, governmental, academic, and labor sectors to accelerate the acceptance of high-quality human resources from across the world. The panel should study numerical targets and necessary policies. The relevant government ministries should develop an action program by the end of 2008 to increase the acceptance of high-quality foreign human resources such as researchers, engineers, and corporate managers and to promote employment of foreign human resources in Japanese companies.
