スウィープ口座とは預金口座の決済機能を維持しつつ資金の効率的運用を図るため、口座残高が一定額を超えた場合に超過額を自動的に安全性及び換金性の高い金融商品（ＭＭＦ等）の購入に充てるサービス、預金保険により保護される金額を超える資金が自動的に振り替えられるようにすれば、預金保険制度で保護されない資金を破綻に伴うリスクから遮断することが可能である。しかしながら、現に提供されているサービスについては振替頻度が毎営業日でない等、決済機能を保護するためのものと位置付けることは適当ではない。証券総合口座とは有価証券投資に充てられる資金以外の余資を安全性及び換金性の高い投資信託（ＭＲＦ）で自動運用するサービスを提供する口座をいう。必要に応じ、即日中の払い出しのみならず、クレジットカード決済等にも利用することができることから、金融機関の預金口座に代替する決済機能を有するものとされている。ただし、ＭＲＦが安全性の高いものであるとはいえ、元本保証商品ではないことから、決済機能の安定確保策に位置付けることは適当ではない。早期発見・早期是正を基本とし、金融機関が破綻した場合に債務超過の程度が極力小さい段階で迅速に処理することができれば、決済等の金融機能に与える影響を最小限に止めることができるとの考え方が示されており、金融機関破綻時の決済機能の安定確保においてもこの考え方が基本であることについては、ここで改めて確認しておきたい。例文帳に追加
