ジョブ・カード制度は、こうした者を安定的な雇用へと導く制度として創設され、2011年4月には、労使団体や有識者等で構成されるジョブ・カード推進協議会において「新全国推進基本計画」が取りまとめられ、広く求職者等を対象に、①ジョブ・カードを活用した、きめ細かなキャリア・コンサルティングを通じた意識啓発やキャリア形成上の課題の明確化を行い、②企業実習と座学を組み合わせた訓練を含む実践的な職業訓練（職業能力形成プログラム）の機会を提供し、③訓練実施機関からの評価結果や職務経歴等をジョブ・カードに取りまとめることにより、正社員としての就職へと導く制度である。 - 経済産業省
