I would like to ask you about the Financial Stability Plan, which was announced by the U.S. Treasury Department in the middle of last week. First, I would like to know how you assess this plan. Also, this plan calls for separating non-performing loans for transfer to a “bad bank,” based on the results of stress tests and, depending on the circumstances, injecting public funds. In a speech you made in Tokyo in January, you cited four prescriptions for the financial crisis, including recognizing losses, injecting public funds and removing (non-performing loans) off the balance sheets, and this plan is largely in line with these. However, while you cited nationalization as an exceptional measure, this is not included in the Financial Stability Plan. What do you think of this?
I would like to ask you about curbs on new loans and the withdrawal of outstanding loans, an issue related to the Act on Special Measures for Strengthening Financial Functions. We interviewed officials at SMEs as part of our news-gathering activities, and we found that their greatest concern is whether funds provided by the government will actually be used for loans. How do you respond to such concerns?
New York stock prices fell to the lowest level since April 1997 again, and this could affect Japan’s real economy. How do you feel about this? Also, while the ruling parties’ deliberations on stock price-supporting measures have apparently made considerable progress, Nippon Keidanren is expected to present the government with a proposal for an expansion of the range of items that may be purchased by the Banks’ Shareholdings Purchase Corporation to include ETFs (exchange-traded funds). With a proposal like this in mind, what measures do you think should be taken to support stock prices?
The tasks include considering what the global securities industry should be like and how effective regulation can be introduced. IOSCO is studying important financial regulatory reforms in the securities sector regarding the soundness and efficiency of markets, over-the-counter derivatives and shadow banking (credit mediation conducted through means other than the banking systems) in light of the recent financial crisis.
My question concerns an issue that has emerged since last week. The illegal use of electronic personal information that leaked from Alico Japan via the Internet constitutes a new type of crime, and it has caused significant social damage. Minister Yosano has indicated that it is necessary to consider taking criminal code measures. How does the FSA intend to deal with cases like this in general?
I understand that the procedures for the transfer of the business operations of failed Yamato Life Insurance is making progress. In a financial situation like this, some people expect that the amount of the company’s negative net worth will expand, while others worry about how much consideration is being given to ensuring that the company will be transferred to an appropriate party. Also, from the standpoint of the policyholders of the former Taisho Life Insurance, who were forced to accept insurance benefit cuts twice, it may be doubtful whether the transfer of failed insurance companies has been implemented in an appropriate manner and whether appropriate supervision has been conducted. What are you views on these matters?
Therefore, the FSA sees from the perspective of the National Public Service Act that there was presumably no particular problem in his engagement in the work other than the one as a civil servant. Even if that is how law is written, however, "never invite suspicions needlessly." I would therefore like to have strict oversight exercised, taking such a viewpoint into consideration. In other words, in order to regain public trust that has been lost, I, as someone elected to the Diet for 25 years, expect that a scrupulous attitude should be assumed in comprehensive consideration of all those points.
The revisions and improvements of institutional frameworks always entail positive effects and negative side effects. However, Japan is facing the trends of a declining population of children and an aging of society. Japanese individuals have a vast amount of financial assets, and how Japan as a country or as individuals themselves should make use of those assets is an important issue. Of course, it is necessary to constantly check excesses like those that occurred in relation to the subprime mortgage problem. On the other hand, it is necessary for Japan to play a suitable role in the global market.
I would like to ask you about the case of Citibank. A heavy punishment was imposed on Citibank when you were director-general of the Supervisory Department. Mr. Gomi, who was FSA commissioner at that time, said that there were problems related to corporate culture and governance and that Citibank had failed to do the minimum that it should have done. Nevertheless, Citibank has not made improvement, so this case is apparently different from other cases in terms of maliciousness and background factors. As an official who was in charge at that time, how do you feel about the latest administrative action?
While a consensus was reached on some issues at the Seoul summit, the financial system is integrated. As a broad framework of the global economy is important in that sense, I, as the head of an administrative agency, would like to listen to various opinions from the officials involved in policy-making decisions. I will listen to them about what they are going to do while looking them in the eye and watching how they look. For Japan, the financial sector has been a very significant destabilizing factor for the past few years in particular. In this sense, I will go to Europe with a resolve to perform my duties as the head of an administrative agency-although I hear that it is very cold in Europe.
This concerns the issue of whether you can expect ordinary investors to have accurate knowledge regarding such products. It also concerns how sales activity is conducted, so we are considering all these issues. This is a complicated field. Some derivatives are like creating something from nothing. To put it simply, it is like, if I may say so, gambling. This has nothing to do with trading actual goods. In a betting game that used to be popular, we placed a bet as to whether the serial number of the next train would be an odd or even number. This is somewhat like that game, and transactions could be made without any relation to the real economy. If the parties involved in such transactions alone are to be affected, it may not be so problematic. However, as the scale of transactions has grown, the entire economy could be affected if the deals implode. So, we cannot just say, “We don't care if you suffer losses, as you have done the OTC(over-the-counter) deal with each side understanding the risk.” Therefore, we are considering all these issues.
I know from press coverage that Japanese Bankers Association Chairman Oku did make such a statement, but it is currently up in the air how to dispose of the secondary losses from the jusen loan claims. Accordingly, we would like to proceed as we discuss the matter fully with stakeholders The Resolution and Collection Corporation (RCC) is, in accordance with statutory requirements, in the process of drawing up a disposal plan designed to complete the collection and other actions regarding the jusen loan claims by December 2011, which reflects the RCC's ongoing effort to collect debts so as to minimize the burden on taxpayers and also in consideration of the circumstances on the part of debtors.
There is speculation that a G7 meeting (meeting of the Group of Seven Finance Ministers and central bank governors) will be held in Italy, although a formal announcement may not have been made. I suppose that this may be characterized as a preparatory meeting for the financial summit scheduled to be held in London in April. While there is an argument that something like an international financial surveillance organization should be established under the United Nations amid the ongoing debate on international finance, you have been calling for the enhancement of cooperation between the authorities. How do you feel about the idea of establishing an international surveillance organization or something similar?
Previously, the FSA was following the path of mandatory application. However, as political leadership is important now, as a person elected by voters, I am acting on my own responsibility regarding matters of principle while holding frequent discussions with everyone. Corporate accounting is the basis of the economy, as I mentioned earlier, and “accounting standards” are not merely technical issues, but much broader issue highly relevant to the country’s tax system, company acts, economy and cultural backgrounds, such as how companies emerged in the country, as companies are extensively related to various matters. In many European countries, industrial revolution occurred as a natural process, as in the case of the United Kingdom. Moreover, there are countries like the United States where capitalism prospered freely, and there are countries, like Japan, which have adopted development-oriented capitalism.
This is a rather difficult task, and as I have said over and over again, although it might be easy to restore the postal businesses, whose foundations were shaken by Mr. Koizumi (former Prime Minister), to their former status, that is not what we are going to do. As we are undertaking a grand project of considering how to make use of Japan Post, which we may say is the biggest in the world, for the benefit of the whole of Japan and the entire world, this is a rather challenging task. We are now seeking public opinions and advice from far and wide. We are undertaking this project in the hope of achieving it together with the people, as I have been saying. If you ask me whether our study is proceeding smoothly, I can only say that a plan like this does not take a clear shape until the very last moment. In any case, everyone is doing his part in his own position, so we will be able to set forth a direction by around the end of this month.
In order to examine the actual state of financing in various regions without any prejudice, including whether or not there is such a move, we are conducting a questionnaire survey by dispatching senior FSA officials to regions, as I already said -- at my press conference before last, I said the survey would be completed in the first half of this year. According to the survey, the balance of outstanding loans provided to small- and medium-size enterprises have been declining since September last year. However, the main reason for this is a problem related to borrower companies' sales, rather than financial institutions' restrictive lending stance, as I told you. We intend to grasp how the situation has changed, including with regard to matters like this.
In relation to the need to facilitate financing for small- and medium-size companies that you spoke of earlier, I think that regional financial institutions have a very important role to play in doing that. Across Japan, there are a total of 550 regional financial institutions, including regional banks, Shinkin Banks and credit associations, and there are also Japan Post Bank and agricultural credit cooperatives. This situation is creating excessive competition. As you call for financing for small- and medium-size companies to be facilitated in a situation like this, how do you view the condition of regional financial institutions? Also, do you think that some policy measures will have to be implemented, too?
At the same time, G-7 meetings have been held for a long time, and we are facing very severe global economic and financial conditions, as we were on the occasion of last year’s G-7 meeting. In particular, Mr. Geithner has become my U.S. counterpart under the new Obama administration, and I had telephone conversations with him yesterday. I hear that in the United States, Congress is deliberating how to use TARP (Troubled Asset Relief Program) and new rescue legislation. So, in London, I would like to have frank exchanges of opinions about the situations in individual countries, particularly the United States, including developments related to the “Buy American” provision, in preparation for the April meeting.
As to the approaching end of the first half, I would like to refrain from making comments, as financial institutions have not yet announced their financial results for the first half of fiscal 2011. Regarding how I view the market conditions, the recent unstable market movements come against the background of growing risk-aversion moves around the world due to the fiscal and financial problems in Europe and the economic slowdown in the United States - there is a downside risk as indicated by the U.S. employment statistics announced the day before yesterday, which showed no increase in non-farm jobs contrary to expectations, among other data.
I would like to ask you one more question about the facilitation of regional financing. The Democratic Party of Japan, the opposition party that aims to achieve a change of government, is planning to introduce a new bill for promoting smooth regional financing. According to the draft of the bill, which has already been made public, the new law would aim to pressure financial institutions to provide loans to local companies by requiring information disclosure. Could you tell us how you view the idea of using a new law to promote the facilitation of financing in addition to the FSA's inspection and supervision? You may answer my question on a generally speaking basis.
In particular, the fact that economic and financial fields have become highly globalized is common knowledge to all of you, so globalized that even 100 million dollars can be moved in a flash by means of computers. In times like this, it is, put simply and as far as I see it, a challenge to humanity in the 21st century to deal with the question of how to democratically control the advancement of financial engineering, or the economic globalization and financial globalization, and we are indeed in the process of tackling it, but imposing excessively harsh regulations on markets might cause them to shrink. Government control may pose another issue in that process, but the lack of it, which means applying a laissez-faire or no-restriction approach, might impose one negative effect after another on manufacturing and other industries, as was the case in the economic recession two years ago. In that sense, unlike the 1929 Great Depression, what I think the recent crisis is making us face is a challenge to human wisdom.
Regarding the FSB, you mentioned the need for internationally consistent regulation. Although earnest international debate about financial regulation has started, the diversity of regulations among various countries and regions has become very clear, and the diversity is apparently being tolerated. For example, the United Kingdom strengthened regulations on banks' capital and liquidity, while the United States plans to place major financial institutions under the central control of the FRB (Federal Reserve Board) and review the capital adequacy requirement. While individual countries are introducing their own regulations, there has been little debate about the international effects of such moves. Some people say that something like financial protectionism — although this expression may sound unpleasant— is emerging. How do you view this situation?
Just now, I heard from my staff that the Yen has risen to the dollar up to 85.50 yen. At today’s informal meeting of cabinet ministers -- although we are supposed to refrain from talking about what is discussed at the meeting -- regarding this rapid rise of the yen, I told the Minister of Finance (Mr. Fujii) that we should consider how Japan should deal with the excessively volatile exchange rate movements, or I should say the rapid decline of the dollar, and we should also urge the United States and the international community to take action to deal with it. I also suggested to Deputy Prime Minister Kan, who is responsible for economic and fiscal policies, that the government should flexibly take economic and fiscal policy measures at a time when a trend like the yen’s rise is rapidly progressing. Regarding the compilation of the supplementary budget and the budget for the next fiscal year, I said that although it is important to implement the election manifesto, the government should take appropriate measures with regard to the (ailing) domestic economy
Simultaneously, how should insurance be regulated and supervised from now on? I believe insurance in China is not as advanced as in Japan yet. But then again, Japan’s insurance industry has experienced falling stock prices and interest rates over the past decade and suffered a long period of winter-like hardship: the insurance sector, where they have something called “expense profits”, “interest gain” and “mortality profits”, the interest gain was so squeezed that at one point, negative carry was more than 1 trillion yen. In the United States, the federal government will be establishing a division in charge of insurance for the first time within the federal government organization under the financial reform legislation. As you know, basic supervision of insurance in the United States is conducted on a state-by-state basis. Despite the fact that AIU—the world’s biggest private insurance company—was effectively nationalized in the United States, the insurance industry has been a bit of a blind spot in that any attempts in the past to negotiate with the central government often resulted in being told that it was a matter for the state government. The United States is a federal republic comprised of states, so in that sense, insurance varies from state to state in tax and other aspects.
