Under the tax scheme for total experimental research costs established in 2003 (the research and development tax incentive scheme allowing fixed rate tax relief on total experimental research costs; made a permanent measure in 2006) the maximum relief is 20% of current term corporation tax, but the scheme is underused since the majority of pharmaceutical companies are fully up to this limit. Furthermore, although in 2006 the relief rate for the incremental tax scheme for experimental research was reduced, allowing the tax scheme for total experimental research costs or other schemes to be topped up, this measure is similarly underused due to the constraint of the 20% maximum corporation tax relief.例文帳に追加

Yesterday, Minister for Economic and Fiscal Policy Yosano said that the Japanese economy may have entered a recession near the end of last year. I would like to first ask you about your assessment of the current economic condition, and my second question concerns the increasing number of bankruptcies, which has led to a rise in major banks' non-performing loans, as shown by their first quarter financial results. In light of this, although it may partly overlap with my first question, how do you assess the management condition of financial institutions? 例文帳に追加

As you can see from questions and answers in the Diet, there are strong calls from outside the ruling coalition, too, for the extension of the SME Financing Facilitation Act. Although this is a law with a sunset clause, there are opposition parties very eager to extend it, so I have strong expectations for the extension and I am not thinking of what to do if the bill to extend it is not enacted. In light of the current state of affairs and the critical importance of the law for the survival of small and medium-size enterprises (SMEs), we will do all that we can do to have the bill enacted. 例文帳に追加

Regarding the insider trading problem that was mentioned earlier, a sales official at Nomura Securities leaked information again, after a similar case in March. What do you think of the current situation in which the largest Japanese securities company is repeatedly leaking insider information? Also, don't you think that there is a problem with internal control systems? Currently, the source of an information leak is not subject to punishment. Won't you consider an institutional revision so that the source can be punished? 例文帳に追加

Meanwhile, I believe that from their experience of the current turmoil in the global financial markets, banks and bank managers have well learned of the risk that shareholdings may have a significant impact on their own financial soundness. Individual banks will first of all need to voluntarily implement specific measures to conduct more appropriate risk management concerning their shareholdings in particular, based on this experience and lesson. 例文帳に追加

In this sense, the previous crisis was a serious internal disease. Diagnosis was difficult, but also various treatments, including surgical operations and the provision of nutrients, as well as a long period of recuperation, were necessary. In contrast, the current crisis may be likened to an external injury. Therefore, what we have been doing may be likened to a treatment intended to prevent an external wound from developing into an internal disease. 例文帳に追加

Regarding the issue that you mentioned of an exit strategy, we need to consider when and how to end the various extraordinary temporary measures that we have taken since last autumn based on a close analysis of the current situation and the verification of the effects of each measure and giving due consideration to the need to ensure that our actions are in line with other countries' moves. In any case, we need to carefully judge the economic situation. 例文帳に追加

The purpose of this trip is to visit Washington D.C. and New York to meet with a variety of people, including leading U.S. government figures and market players, to exchange views on issues like the financial regulatory reform, financial and economic trends and the U.S.'s postal reform. I have already had the Public Relations Office explain the purpose of the upcoming trip, which relates to the current situation where, in the U.S., its financial regulatory reform bill—the first such fundamental reform in 80 years – has just been passed and, on the international front, a general agreement has been reached on the proposed revisions to capital adequacy (ratio) or liquidity requirements. 例文帳に追加

In Diet deliberations, too, there is an awareness that it is necessary to take measures to counter the adverse effects of external factors on the soundness of financial institutions’ financial conditions, including the strains in local economies caused by the current financial crisis and an increase in non-performing loans that financial institutions operating in local economies are facing, and prevent a significant erosion of financial institutions’ lending capacity and their financial intermediary function. To perform these tasks is the purpose of this bill. So, I believe that it is important to screen applications so as to detect cases in which the soundness of the applicant’s financial condition has declined obviously because of lax management practices. 例文帳に追加

In Japan as well, then-Deputy Governor Yutaka Yamaguchi of the Bank of Japan pointed out regarding the current financial system wherein globalization and diffusion of IT are progressing, that the depth and ample liquidity of markets created by technological innovation and globalization in normal times could be immediately lost in times of a financial crisis accompanied by enormous stress, and there is an inherent risk that it would further amplify the crisis. He also added, “Under such circumstances, we should not suppress, by regulation, the development of technology and innovation in the market. Rather, we should strive to provide a supportive market infrastructure, including regulation and supervision, market practices, disclosure, and accounting methods, in a broad context and to make it more robust. The systematic improvement of market infrastructure will contribute to reducing the risk of financial crises, which is the most serious uncertainty.” 13例文帳に追加
